Recall that the mob was headed their way and he's pissed that there is not a sufficient group of cops to hold the mob back. It was obviously a setup because the Whitehouse and others knew a mob would descend on the capitol building and made direct orders to the Pentagon and Capitol Police only to have a skeleton crew at the Capitol building (see other reports on this). You see the small number of cops and baracades. Everyone knew the mob was coming and those who could have ordered sufficient police assistance (dozens of additional cops) were ordered not to do so. The video is used by the Jan 6 committee to show that the cops on site could see for themselves they were understaffed ON Purpose.
