I don't think of that character as evil. He respects her resolve because that's what drives him. It's like (spoiler) at the end of the movie when he tracks down the wife/girlfriend even though the husband/boyfriend is long gone and it shouldn't matter. Bardem's character lived by order and if he had let her go, he would have failed.
