Is it some sort of divide and conquer strategy? As long as there are enough competing ethnicities fighting amongst themselves, they think the locals won't "come for the Jews"? Countries can only exist if the people in them have something substantially in common. If you erode that, you cause havoc and civil unrest as increasing factions literally can't agree on anything.
