If you will allow that republicans set up the nation for success and get voted out, then it would make sense. Also, democrats set up the nation for failure and get voted out, leading to bad performance under republicans

The economy does better when we are not at war. Any impact from a majority frequently doesn't materialize until the next election, anyways. If only the results of Dems'/Reps' actions always were clear while they were still in office, it would make blame easier.
