It's difficult to turn down $1.8 billion. That's about $260 for every man, woman, and child in Tennessee, but of course only about 60% of households pay taxes, and the average household is 2.6 people.

So basically, turning down that money without decreasing educational quality would mean a tax hike of $1,130 per year per taxpaying family. Which is... a lot.

Yeah of course it's difficult, that's why the federal congress can put hooks into you to do all kinds of ridiculous bullshit or else they withhold funding. Education and highway funding being used to coerce nonsense at the state level should stop.
