You try not to go down the Nick Fuentes route and make it a thing about women, but this is definitely a woman being a woman.

Gonna get rescinded in court since she has no right to do it.

It's a very common move for elected officials though. Make some bullshit policy that accomplishes nothing and will be thrown out by the courts, while simultaneously campaigning on how you did something to solve the problem. The proles will eat that up because they don't understand that ineffectual grandstanding is worse than doing nothing.
