The NSA did the same thing with the telephony system. This is nothing new.

Thou shalt not believe what they tell you. Thou shalt use encryption, and avoid the use of email communication.
Thou shalt use encrypted chat messaging programs like Signal. Thou shalt get out of debt, and stay out of debt. Thou shalt turn off the TV, and mark certain websites as hostile. Thou shalt eschew Google in all forms as much as you can. Thou shalt not be a consoomer.

Why would debt have any effect on being surveilled?

They track everything, but getting out of debt is one step towards decoupling from the beast system.
