If by "liberal democracy", he means corrupt slush fund where the children of Democrats can make quick cash for doing nothing, then yes. It's a hugely successful liberal democracy...

Somehow, I'm guessing that's not how most Ukrainians imagined the the direction of their country post USSR. They didn't ditch one corrupt regime just to be dominated by another.
