There's not much else they can do. In-store security is there for deterence, not for actually capturing people. It's an insurance liability if either a guard or a disciple of Saint George of Fentanyl were to be injured. This deference only works if the judicial system is there to arrest and bring meaningful charges against aspiring rappers caught stealing luxury products for their starving families.

I'm aware they can't stop them, just pointing out how crazy this world has become.

This is one of the results of the recent racial hysteria that most people dont think about. Of course no corporation or individual wants to get into any altercation with a black person, regardless of how justified, because it could lead to accusations of racism, the highest crime. Even calling the cops could get you in trouble.

So now we are at point where black criminals can rape a woman on a train and no one does anything.

Yeah, that is what this world has become. The unfortunate thing is that the only defence is to not play the game (i.e. avoid black people). We certainly saw this during the 90s political correctness boom in the UK, and we're seeing it happen to women as a result of the Me Too mob. I expect to see increased flight of non-black residents and businesses, and that is just shitty for the black residents who aren't scumbags.
