I don't know how it is now, but Louisiana's law enforcement used to be extremely corrupt. All police officers were protected by at the state level, so it was difficult to fire them.

Long before the era of ubiquitous dash-cams, one of the networks (NBC?) rigged up a 'bait-car' with multiple cameras to document the flawless driving of their perfectly-maintained car through Louisiana, and the number of times they were stopped.
