It doesn't work, because they are only using it as a tool used to pillage wealth. Just as many charities are set up for personal gain, they simply claim to benefit mankind, while enriching themselves.

It made sense to me. He’s saying that elites are promising utopia and freebies and wealth parity as a means through which to seize control.
