It's a hybrid of the words "Neoliberalism" and "racist". I'm quite sure if you spoke 英语, you would be able to differentiate the individual words in this portmanteau.

As much as would be happy to be a portmanteau, neoracist would literally be 'new' racist, which seems unnecessary. I mean, why would would anyone want a new version of racism?
