actually, the article said the unreadable ballots had to be duplicated then fed into the machine to be counted.

“One person reads the ballot and the second one is recording that elector’s vote, and then they are comparing for accuracy,” said Outagamie County Clerk Lori O’Bright. “Each one is comparing to make sure that ballot is accurately duplicated for tabulation.”

The article was from the second, before the election. The tweet is from after, once the votes were counted. They are both referring to the same 13,400 ballots. You did ask for an article to explain this did you not?

Gosh, you don't suppose the ballots need to be counted again do you? To help shed light on why the hand counted ballots have a higher rate of Trump votes do you? You don't suspect fraud do you?
