But how can you prove

by having information on what ballots were sent out

In the UK I'm pretty sure every ballot has a number on it so you can in theory track them back to a person but it's a lot of work for more than a handful.

Edit: Also the secret service does do this when people vote far right and far left, it's not just hypothetical.
