It certainly appears to be a private funded camp. IMO.

With a privacy fence around it, which is decorated with artwork.

Yet the people that were following the cameraman looked like antifa to me.
So I think they conceal themselves AS a homeless camp, or IN a homeless camp.
It would be great if more people would verify what was going on.
