Yeah the biggest problem with police in the US is the conflict of interest when it comes to ticketing. The PD should not suffer if no tickets are issued.

Also, why the fuck are tickets prices not based on your income level? The state would make way more money and broke college students would still get to eat that month if they accidentally roll through a stop sign when no one is around.

well if you google police quotas the first results are a bunch of cops commenting and saying quotas don't exist. also people commenting and saying no way that is allowed because americans would be in an uproar!
