Yeah I don't know. Usually they do that to protect themselves from DDOS. Voat was login-only to view the front page for almost a year and they just finally undid it a month ago. Much faster to load a login page than the front page, which helps against DDOS attacks

Cloudflare's automatic DDOS protection is what you are bitching about - no website controls that, it's only there to mitigate traffic spikes, try an hour later.

They changed it back. During the peak of the migration they had the front page as just the login page, and you couldn't see anything without logging in, but you're right they changed it back. I think their servers were overwhelmed and that's how they chose to limit traffic temporarily
