For government jobs the funding is likely to be stable regardless of if your department performs well or poorly.

This should tell you you already live under communism.

This means that if you are productive, this is of zero value to management.

No, productivity is of negative value to bureaucratic organizations; it directly reduces any plausible justification for their existence. What the hell do they do all day, actually?

I'd even go so far as to say all military forces are communist under a commander in chief.

Today, they probably are, very nearly. But it's not the fact of centralized command that makes them communist. It's the values with which they are indoctrinated and the agenda that they serve.
