There's like 23 intelligence agencies. I don't know how it all breaks down. 23 that we know of. And that doesn’t account for the private sector. That’s the important part to me. Private sector has severely limited congressional oversight. And the DOD is a massive, largely ungoverned slush fund.

The shadow government isn’t a government at all.
