Everyone experiences a little twinge of paranoia, but excessive paranoia is most definitely an abnormal behavior and should not be present in a person that is balanced and otherwise behaving normally.

Meth users are constantly paranoid to an extreme level.

Marijuana users also experience paranoia, but not as much as a typical meth user

There are many things that can cause paranoia.

Also, just because you suspect that people are out to get you doesn't mean that they aren't.

Drug induced psychosis, paranoid and similar are temporary in nature and caused by an external factor, as opposed to being a standard state of being, therefore I wouldn't call it a mental disorder as such. More a side effect.

Also, just because you suspect that people are out to get you doesn't mean that they aren't.
