Tochka-U missiles have not been manufactured for the many decades since the end of the Soviet Union.

So? As I pointed out elsewhere, ex-communist countries have depots full of soviet equipment, and some of it is still in use because it costs a lot to upgrade everything. Russia likely has lots of these missiles sitting somewhere as well.

Russia has repeatedly stated that they no longer operate Tochka-U missiles. There is zero evidence to the contrary. All evidence points to the Tochka-U missiles having been fired by Ukraine.

How would it have to be retrofitted exactly? My guess is they have everything they need - the missiles and launchers. Wikipedia even suggests there was a military parade in Russia in 2009 where they had these missiles including the launchers on display. https://en.wikipedia.org/wiki/OTR-21_Tochka
