The local cops should arrest the HHS workers. They are breaking laws against the possession and distribution of drug paraphernalia. Put them in prison for it. When their leaders show up to dispute it, arrest them just like they would arrest any other high level drug dealers, and put them in prison for life. This shit would end immediately.
