In Canada they have to allow people access to liquor (and I'm assuming pot) based on medical grounds.

When Covid first hit they tried to close all the liquor stores in my province (PEI) which led to a massive cobra effect.

My mother in law was shopping at a liquor store and within minutes of the announcement the place was overwhelmed with people, shoulder to shoulder.... (Think opening minutes of a Black Friday) It made for a very entertaining local newscast that evening.

Point being, during that newscast they mentioned the importance of the need for the stores due to medical reasons. Cutting an alcoholic off cold turkey is not a good idea.

In the end the stores reopened within days due to the medical reasoning alone.

With regards to Quebec they will have to allow something along the lines of curbside pickup. Which IMO is one of the greatest things to come out of all this.
