According to my info, the officers were involved in a high-speed chase of King for over thirty minutes which would account for the officers being a bit keyed-up when the chase ended. At that time, King repeatedly refused to lie on the ground as commanded by officers so, having no choice except to shoot him, they clubbed him until he was prone. I believe he was high on PCP or cocaine. A year or so later King was arrested for possession of cocaine. The officers in the first case were roundly criticized for doing their job.
