I'm not from the US and merely peeping above the metaphorical fence at what's going on. Who or what organisation/gov dept officially declares the President Elect? Is this now a step beyond the mockingbird media claiming victory for their comrade?

You should be aware that both political parties are run by people who work together, as allies. The media supports the people who run the parties, that's why they are so confusing and muddled. The media only plays with people's minds.

If Trump had won, it was in the plans, and victory would be there for their comrade. Same goes for Biden.
