What determines whether or not you are a racist is your beliefs and behavior, and is entirely within your control. It's perfectly fair to make value judgements with regards to someone's character on that basis. That is in contrast to your ethnicity, which you can't control, and shouldn't be judged by.

And you are correct, I was being dismissive, because his is just a racist.

It's dehumanizing, and you are engaging in the same behavior as he is. And in some ways there is enough research to strongly suggest generally "racist" beliefs are ingrained in the human psyche. So in some sense, he can't entirely help the way he is. Though admittedly, he could work on his communication style a little bit.

We never stopped the human tendency toward mobs, inquisitions and witch hunts. The years, names and ideologies have changed is all. Our capacity to commit to an encompassing sense of self righteous behavior and allegiance to ephemeral concepts that seem to justify all types of atrocious conduct.
