Nonsense.

By 'rooted in a mistaken understanding of what happened that day' they actually mean 'rooted in completely wilful and premeditated lies'.

Nobody misunderstood anything.

They knew they were lying.

Yep - and we should recall that one of the first official responses was to move members of the Saudi royal family from their locations in the US, to protect them. And we learned back then about the funding of the entire operation (pilot training &c) by the Saudis.
