You have identified a huge financial problem. The ruling class makes promises they never intend on keeping. Similarly the US government continually adds debt to its accounting, which it will never pay back. And the entire financial system will collapse. The US dollar shall be replaced. anybody can sell stock privately.. it is an alternative to counterfeiting.. it is a license to steal.

elon musk has sold $500 billion worth of stock in the name of tesla.

he will NEVER be able to repay this capital to the stockholders.

somewhere down the line, they will be left holding a bag of worthless stock.

food for thought: why doesnt he just sell $500 trillion worth of stock? answer: because people might begin to think he is pulling a scam.
