It accumulates in the brain and triggers autism because it restricts bloodflow to a key part of the organ responsible for social development, which is why you see so many socially inept children. There are NO secure concentrations in the blood. 0.1ug in the blood of an adult is many orders of magnitude more lethal in a child that has eight times less mass, but a brain that is almost the same size of an adult, since cranial structures dont grow as much in children.

The good news is that it is reversible in young children, and the body can still heal and revert minor damage if the kid is too young; brain plasticity in children allows that. If it shuts down parts of the brain, however, its too much and you can only reverse it partially.
