He wants to take immunity away from people who use big tech, not big tech itself. If there opposite were true, I'd back it.

This about 20 year young "problem" here is that BigTech builds and fences "markets" way timely ahead of possible regulation.
To lure users, they implemented "usability" as a mantra and that is with legislation "as is", it is almost impossible to regulate their exploitation of normal human short-feedback loops governing their behavior for most parts.
