So, Palestine at the highest amount recieved 600 million in aid in 2006. In 17 years they totaled in the billions, though millions were lost by Israel bombing infrastructure projects.

Humanitarian and food aid, divided by the population size is what that chart shows. Its sort of hard for Palestine when trade is virtuoualy non-exitant and must be vetted. Aid then becomes necessarry to sustain the population whoch an opressor is trying to slowly rid of.
