Fairly typical of centrally planned communist style housing blocks.
I'm really not sure what exactly the concept of 15 minute cities are, it's been my experience that for the most part that's the distance most people are willing to travel anyway before they start thinking somewhere is too far so cities seem to develop along those lines naturally imho.
