They're definitely in a "damned if you do, damned if you don't" place right now. As pointed out, the change should have been made months ago and it could have been had they used the leverage they already had against Biden, his family business of corruption, to let him know what was in store if he ran again. It was never going to be pretty to foist another non-Kamala candidate on the base but they have lots of experience manufacturing narratives so it was at least theoretically possible to convince enough diehard Democrat voters.

But even that wouldn't have been enough to keep a Democrat in the White House because of the lousy economy - people know it's lousy despite the fantasies DC keeps spinning about it being great - and the spending billions in other countries that should have been but weren't spent at home helping Americans struggling financially, providing assistance to communities hit by disasters like train derailments and the Maui fire, etc. Even the least politically informed Americans see this glaring disconnect and will blame the incumbent; that's how it traditionally works but in Biden's case it's even more obvious that he owns it.
