The issue is that the US is going to be under growing economic pressure to scale back its military spending. The ruling class doesn't want that and needs to be able to justify the amount of money that is being spent to prevent political backlash so the gotta hype up threats.

This move is likely to amplify the political backlash, at least from the rest of the world. Our embargo on Cuba has long been seen as excessive and inhumane and given the current state of dwindling US influence in tandem with its increasing belligerence, this could be seen as the equivalent of shooting your neighbor's dog.
