Just a theory. I have to assume that whatever technology Russia has right now, the U.S. is ahead of them.

I'm sure Putin sees to it that the funds HE spends on military development are used diligently.

Yes, really. It is an educated assumption using the past 80 years of history. Do you not think that the U.S. has more espionage inside Russia than vice-versa? How often have you seen Russian military technology that was kept secret for more than a few years? Now look at the U.S. military technology that has come to light only decades after it was operational. How are you so sure "Putin sees to it that funds HE spends on military development are used diligently"? Have you not been watching the war in Ukraine?
