Or more like they've finally stolen enough technology to be able to finally implement this.

That too, though I would hesitate to call it "stolen". (To explain further requires opening up a huge can of wormsplaining.)

Also, they're fresh new military will be far more efficient and effective without an enormous ancient military industrial complex far more bloated and corrupted through the many many decades.
