Baltimore is a hotspot for crime.

You do get some lead poisoning from the water supply.

Air pollution is also linked to aggression and crime in the short term. I can't find any studies one what it does to people in the long term.

The EPA is underfunded. There are costs to having kids grow up drinking lead and breathing soot.
