I'll bet they're psychos who have found a caring-looking way to vent their antisocial vindictive and abusive impulses on their fellow man.

You just know that asshole is getting JOY out of banning people. And then when he feels his conscience say: "It's wrong to do this!" He can tell it: "Yeah but actually I'm being CARING."
