Last I checked, intentionally misdiagnosing patients for insurance purposes is called fraud. Here is Dr Diane Ehrensaft, psychologist, admitting that she has to “use the gender dysphoria diagnosis” otherwise youth who come to her clinic “will not get reimbursed.”

This practice is widespread, multiple instances have been documented of psychologists explaining to markspatients that they need to write a GD diagnosis and there was even a Zoom call leaked where psychologists were trained to misrepresent a GD diagnosis for ideological purposes.
