Nah, I would say you go all in to it. Just castrating the criminal trying to do this is the worst of both worlds: You don't give the trans criminal a full bottom surgery so if they really are transgender, they still have dysphoria for having a penis, and if they're a asshole trying to game the system, being castrated is a stone groove for them since they still have the shaft and can still fuck their way through the women's prison, only now they won't risk having a kid.

You want to declare transgenderism to get in a women's prison, you should get full bottom surgery. If they really are trans, it's the kindest thing you can do for them to help them out. If they're not, you're cutting their dick off for their claim.

Dick inversion is just expensive. Oris are not. Dicks arent' going to work great without testosterone presuming they're not on any other treatments to return / restore function. It's not perfect but generally tends to greatly reduce libido / function. You can also put them on E/P, which will impact things.

But, the difference is in how you can spin it. With a full vaginoplasty with dick inversion/oris, you can spin it as "we're helping these trans people with healthcare they couldn't get otherwise and helping them transition to live their best life", which looks positive, looks like you're showing respect to the people, and makes it so the only people who could disagree are...well, people who hoped they could game the system for an anime harem locked in with them, so you look like the ones who care about trans rights.

An ori, on the other hand, takes this affable nature away from it and is positioned as "you're castrating trans prisoners", which is a far, far more barbaric look to the layman.
