I wouldn't say either of them are necessarily bullies. One is a fairly typical queen bee character who even then manages to experience some growth throughout the series. And the other admittedly is somewhat an arsehole, but that's really only in retaliation to Wednesday being an arsehole. Which is partly the point of the series, that the town is stuck in this cycle of retaliatory actions between the supernatural characters and the regular humans.
