I'm just confused, didn't they have classes as a kid? It's not competitive but teaches you the not drowning thing. Not saying everyone was a super confident swimmer but it was mandatory to learn at least. Or at least most countries I have been in/have friends in have those classes.

Shit I just enjoyed it as an activity without competition and it was good to know how to not drown. Are you telling me I've been swimming wrong this whole time?

Well, obviously. If you can't be the swimming master, then the world is against you and all you can do is drown to make them feel hurt. Those are the laws.
