Being stuck at a lower emotional age than you are is one of ye definitions of having a personality disorder.

She reminds me of a they/them who was on Glow Up, a makeup competition show. They asked the contestants to do a makeup based on their personal major life events. All the normals did something like their journey to find themselves or struggle to follow their dreams but they did the transition from child to teenager. Apparently that was the most significant time in its whole life.

I was mentally a lot younger than I was physically for a long time. It was a way to handle the abuse I went through. I am almost 40 and still mentally in my 20s but I know this, I still act my age when I need to but will be goofy around those who are comfortable with it.

Provided they don't carry their cat-ears outside and bother other people with it, I don't see much harm with wearing them. Even the aposematic coloration is working as intended, it's warning other people not to interact with her.
