Do you mean the whole ban db table for all users, where records are like "user X is banned by user Y"? Or bans from subs?

This is only the global ban table u/d3rr set up, and according to him improperly. Sub bans come from reddit and function normally.

The solution is to use suspensions, which already exist on saidit at the backend, but there's no way to use them right now.

Ah, I only now realized that the blocking system is the new saidit feature, and doesn't exist on reddit. How big is the ban table now - hundreds of thousands of records? I mean it doesn't make sense to clear a hundred or two of old blocks for me? (430 spammers are blocked currently)

Blocking is on reddit too.

What is this new table for then? When I block someone in /s/all clicking on "block user" does that add a new record to that table or not?

It adds a relationship between your account and the one you blocked. Different table, and one that's set up properly.
