What is a "ban evasion" if the user is permitted to create an account with no personal info?

Most ban evasions are obvious because of things the person is saying or doing on the forums publicly, not because of additional secret info.

Why should it matter? There are two different data sets: the profile and the user. The two data sets are functionally independent because the user data is not required to set up a profile.
