Ergo, the answer is to get rid of most positions of power. No one can be a corrupt dictator, if there cannot be dictators.

But this belief has to be accomplished on a cultural level, not just a legal level, for it to be effective in the long-term.

Much like how we don't allow kings and queens anymore, we simply have no tolerance for that in 2020 because our culture has learned what a bad idea that is. Perhaps this belief can be generalized for nearly all forms of power.

Actually, at least for now, there are a lot of people that have firearms and can make it extremely painful for government workers who are unchecked.
