That guy is clearly retarded or mentally ill. He pulled a knife on the cops. I wouldn't call this misconduct.

Guy calls for help after ditching his car, gets surrounded by guns and harassed, he panics and gets killed. Trigger happy IMO. Shoot the kneecap or in the air, shot dead for having a knife? Please. Half the criminals in the UK have knives, we arrest them.
