people will not exercise freedom of speech when there is ruling control by people who will severely punish them for doing so

I don't believe there is a point in freedom of speech when there is nobody left with a brain to talk to. A lobotomy has been executed and all the government had to do was to provide criminally bad education to the masses.

A free society needs to not be retarded in the first place.

its more like they have been put to sleep with prattling pablum and shiny things

some shock treatment bringing reality back (usually not nice times) and realization how it happened and who manipulated them might restore some sanity when actual survival is at stake.
