So far that's backfired whenever it has been tried because of poor countries like India where you can earn more from posting online than in the local economy, and so they flood the online communities with so much spammy foreign crap trying to make a buck, which drives users away.

You can fix that by not providing this feature to VPN users and provide money relative to the country you're from.
