Not really, we try to avoid becoming voat (and also avoid becoming reddit) but almost all the culture is determined by the users

that sounds like artificially influencing the overton window if the site is prevented from organically becoming too voat-like and too reddit-like.

well the thing is it's not organic, it's caused by brigading most of the time, and one person pretending to be many people. Which is how I can root it out easily. Also people pushing things in a voat-like direction often advocate violence, so they're easy to remove over that as well. So it's not artificial, it's just consistent with our ruleset
